FUNCTIONAL PURPOSE Manages and directs the development and implementation of the purchase of transportation contracts for all categories involving high level complexity and scope. Drive savings, quality improvement, and risk reduction through the use of commercial strategies such as competitive bidding, negotiating, and vendor performance management to improve competitive position of the Postal Service in the marketplace for transportation services. DUTIES AND RESPONSIBILITIES 1. Prepares, negotiates, authorizes, and manages transportation services procurement activities and distribution contracts. 2. Executes strategic plans for purchasing and supply management programs of high value and complexity. Works with owners, users, and stakeholders to resolve complex problems including procurement and contract negotiation scenarios, workload/resource allocation, supplier performance issues, and employee performance issues. 3. Manages the development and implementation of strategic planning and continuous improvement contract management and administration. 4. Directs and performs research including the use of advanced analytics to evaluate marketplace trends, technology developments, cost/price information and industry best practices for the purpose of developing competitive and innovative commodity sourcing and negotiation strategies and contracting solutions. 5. Directs the development and implementation of standards and procedures for the assessment of transportation services. Analyzes and evaluates processes and procedures to ensure continuous improvementcompliance with the USPS policies and programs and applicable statutes, and to determine their impact on USPS requirements and purchasing approaches. 6. Manages relationships and leads meetings with key suppliers (i.e. FedEx & UPS), industry associations (National Star Route Mail Contractors Association), and outside stakeholders (Office of the Inspection General, Department of Defense, Department of State). 7. Prepares and reviews written correspondence and presentations, including executive summaries, purchase plans, award recommendations, decision memoranda, business/funding justification and other management documents for senior postal executives and officers, employees, suppliers, and other stakeholders. 8. Leads and participates in business meetings, conference calls, briefings, and presentations with senior postal executives and officers, employees, suppliers, and other stakeholders on topics central to USPS business and strategic objectives. 9. Manages a group of professional employees. Makes assignments, monitors progress, evaluates performance and provides continuous oversight and guidance. 10. Recommends and monitors the development of the IT systems to ensure contract payment and performance measurement in accordance with Sarbanes Oxley (SOX) requirements. QUALIFICATIONS/REQUIREMENTS 1. EDUCATION/CERTIFICATION REQUIREMENT: Applicants must possess one of the following degrees or professional certifications: 1.A baccalaureate or post-graduate degree from an accredited college or university which includes at least 24 semester hours of instruction relevant to Supply Management duties. Examples include: accounting, business finance, commercial (business) law, economics, quantitative analysis, marketing, contracting or purchasing, organization and management, materials management, logistics and inventory control. 2.Certified Purchasing Manager (CPM) from the Institute for Supply Management. 3.Certified in Production and Inventory Management (CPIM) from the American Production and Inventory Control Society; or 4.Certified in Integrated Resource Management (CIRM) from the American Production and Inventory Control Society 2. Knowledge of transportation contracting and industry best practices related to transportation acquisitions and administration. 3. Ability to analyze data, makes recommendations, and implements appropriate business decisions. 4. Knowledge of Sarbanes-Oxley Act sufficient to design policies and procedures that ensure proper controls exist within assigned programs and business information systems. 5. Ability to supervise the work performance of staff, which includes scheduling and time and attendance functions, evaluating performance against goals, providing technical guidance and feedback, building effective work relationships, and establishing individual development plans. 6. Ability to execute supply chain management processes including needs identification, planning, sourcing, negotiating, and contract administration and closing out. 7. Ability to direct and manage projects, which includes developing plans and timelines, determining resource requirements, organizing and overseeing tasks, monitoring progress, and reporting results. 8. Ability to establish and maintain effective team and individual work relationships with a wide range of postal and non-postal employees, government entities, organizations, and industry groups. 9. Ability to develop, implement, and manage significant changes with innovative use of technology and process approaches that improve the competitive market position of the organization. 10. Ability to communicate effectively, both orally and in writing, sufficient to negotiate and implement new contractual agreements, lead business meetings, and build and strengthen customer/supplier relationships. 11. Knowledge of postal, federal, and/or commercial purchasing and contracting policies, procedures and regulations. 12. Knowledge of applicable federal, state, and local regulations and policies related to commercial cargo transportation services. Job Type: Full-time Pay: $124,480.00 - $143,030.00 per year Benefits:
