Indirect – Procurement Manager
As Ontario Transit Group, we are now mobilizing our design and construction crews, with major works. The South Civil contract is anticipated to be completed in 2030.
The project will strengthen Ontario’s economy by supporting an estimated 1,500 jobs at the peak of construction.
What is the project?
- A six-kilometer tunnel and associated tunnelling works from Exhibition to Don Yard portal (west of the Don River).
- Stations:
- One above-ground station to be integrated with the existing GO Transit Exhibition Station.
- Two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations.
- Four new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown).
- Improve the quality of life for commuters by reducing daily travel time.
- Reduce crowding on the existing Line 1 (Yonge-University) subway.
- Up to 57,000 more jobs accessible by transit (in 45 minutes or less) for Toronto residents.
- Economic and community growth along the future transit line and thousands of job opportunities annually during construction.
- Reduction in traffic congestion, greenhouse gases, and fuel consumption by providing an alternative transportation option.
- Responsible for complex indirect procurements identifying future opportunities and driving value for money
- Develop and support indirect sourcing strategy and lead cross functional resources in the identification of potential suppliers
- Collaborate with other members of the procurement team and other key stake holders to identify and pursue new vendor opportunities and conduct market research, cost estimates, and forecasts.
- Manage the planning, procurement, and movement of materials, as well as the award and administration of subcontracts and service agreements
- Drive consistent procurement and contracting practices across the project/program
- Collaborate with project/program stakeholders to award procurement packages
- Monitor costs, budgets and cash flows associated with indirect procurement categories
- Management of all purchase orders associated with the project, utilising the purchasing coordination support function
- Track savings achieved through effective purchasing and implementation of cost control initiatives
- Ensure that procurement activity is ethical and adheres to the Project Procurement Policy, Process and Procedures and Procurement Management Plan
- Ensure procurement is delivered in accordance with the Project Agreement
- Understand and adhere to all Project policies, particularly to the procurement and safety policies
- Maintain high level of data integrity when inputting records in the company’s database and other systems
- Provide reporting and analysis on procurement activities, variances, and impacts
- Facilitate the implementation of business specific contracts for services and/or materials
- Successfully execute elements of the project procurement plan in accordance with approved corporate and or project policies, procedures, plans, strategy, and budgets
- Prepare and oversee the preparation of bid documents, bid tabulations and selection recommendations. This includes preparing the sourcing strategy, bid packages, supplier agreements and overseeing the development of the scope of work
- Work collaboratively with all key project stakeholders to ensure requirements are captured in the total cost of ownership solution
- Relationship management with vendors and internal stakeholders on all procurement related matters
- Contract negotiations and preparation, including issuing approval of contract documents, subcontracts, and purchase orders
- Logistics coordination including expediting for critical site deliveries
- Support the procurement team on daily activities as required

- Other duties requested by the Head of Procurement
- 10+ years’ experience within purchasing department – ideally construction
- Post-secondary education or work experience in a related field
- Technical depth of knowledge in the areas of construction related materials and services
- Knowledge of procurement principles, techniques, practices, and ethics
- Knowledge of fundamentals of contract law, negotiating business agreements, and laws of requesting tenders, proposals, and quotations
- Proven organizational skills and ability to work under pressure in order to meet deadlines and handle multiple tasks within a fast-paced work environment
- Ability to work effectively within a team environment and be service oriented
- Ability to build positive working relationships with professionals within industry and internal clients
- Strong negotiation skills
- Strong communication skills: ability to distill strategy into a clear, compelling, and concise narrative
- Solid research skills and commitment to continually learn about new products
- Attention to detail, mathematical and analytical skills
- Proficiency using Microsoft Office (Outlook, Word, Excel)
- Strong interpersonal skills are essential
- Understanding of ERP systems, knowledge of SAP planning system would be an asset
- Ability to analyze complex data and derive well supported linear and non-linear premises
- Results oriented with the ability to effectively manage multiple priorities and timelines
- Ability to manage and coordinate competing organizational needs
- Exceptional time management skills and the ability to work independently and as part of a team.
