The Manitoba Government is seeking two (2) Administrative Analysts to work with the department of Manitoba Transportation and Infrastructure.

Infrastructure Capital Projects provides planning and management of the department’s capital projects to ensure the strategic infrastructure network is optimized to support Manitoba’s economic growth, trade and tourism. The division develops, implements, and oversees the use of innovative project delivery and project financing methodologies.

ETS undertakes both engineering and environmental services in support of various highway and water infrastructure programs across the province. Oversees the construction, inspection, preservation, maintenance and operations of provincial bridge infrastructure and water related assets. Provides hydrologic forecasting services to share accurate information in support of flood forecasting, water control operations and water management services in various programs. Provides technical engineering expertise in highway transportation systems, which includes planning, design, traffic engineering as well as quality assurance for highway construction projects.

Qualifications:

Essential:

  • Post Secondary education in administration or equivalent combination of education & experience may be considered.
  • Knowledge and understanding of departmental, divisional and PSC (including HR, Employee and Labour Relations, Total Rewards) policies, practices and procedures. Understanding of MGEU and MAGE collective agreements.
  • Experience analyzing and evaluating various position management related issues.
  • Strong research, analytical, and critical thinking skills with experience planning, developing, and coordinating multiple projects.
  • Strong interpersonal skills and the ability to communicate effectively with a wide range of individuals and levels of management.
  • Strong written communication skills and the ability to prepare written reports and submissions.
  • Strong computer skills and experience with Microsoft Office (Outlook, Word, and Excel), Visio, and Sharepoint .
  • Ability to work independently and in a team environment developing and maintaining effective, positive working relationships with management, staff and internal stakeholders.
  • Provides functional direction to staff in relation to administration and human resource best practices and guidelines to ensure administrative consistency among all program areas.
  • Strong verbal communication skills.
  • Demonstrated ability to use independent judgement and to manage and impart confidential and sensitive information.
Desired:
  • Experience in SAP human resource and/or finance modules.
Duties:

Reporting to the Manager, Capital Strategy and Support (CSS), and the Manager of Administrative Services, the Administrative Analyst provides high level administrative, project coordination, or analytical support in such areas as human resource processes and position management analysis and reporting at the divisional level.
