The Vital Statistics Branch is responsible for administering The Vital Statistics Act, The Marriage Act, The Change of Name Act and processing disinterment under The Public Health Act. A high-volume and front-line office, the Branch registers vital events in Manitoba and issues foundational identity documents as proof of those events.

Qualifications:

Essential:

  • Post-secondary education in public administration or management with experience in administration at a management level or an acceptable combination of related education, training and similar work experience.
  • Experience leading operations to deliver client-centric service to the public.
  • Management experience with responsibility for human and financial resources (i.e performance and attendance management, recruitment, development and retention, and coaching).
  • Strong interpersonal skills with the ability to build and maintain effective internal and external stakeholder relationships.
  • Experience establishing clear operational plans, and experience with strategic performance management and measurement systems (e.g. dashboard and balanced scorecard reporting).
  • Experience with the implementation, interpretation and review of legislation, operational policies, manuals and programs.
  • Strong verbal communication skills.
  • Strong written communication skills.
  • Experience using life event registry and life event application processing software.
  • Knowledge of The Vital Statistics Act, The Change of Name Act and The Marriage Act.
Duties:

The Vital Statistics Branch is a high-volume, front-line service branch that registers vital events, issues a variety of certificates, and provides foundational identity and registration related services. Services are delivered in-person, by telephone and/or email. The Vital Statistics Branch is responsible for the administration of legislation including The Change of Name Act, The Marriage Act and The Vital Statistics Act. Administration of these acts includes the regulated civil registration of vital events throughout Manitoba, in compliance with human rights conventions that require vital events to be registered, in order to establish proof of identify and vital status

As a member of the Vital Statistics Branch’s (VSB) management team, the Assistant Director is responsible and accountable for leading and managing the operational units within the Vital Statistics Branch. The Assistant Director provides advice and support to the Director to deliver timely, accurate, secure and client-centric services. The Assistant Director supports the development and implementation of a respectful workplace culture that promotes diversity, learning, and continuous improvement.

The collection, use, management and security of the data held by Vital Statistics is of critical interest in the public sector, especially areas charged with managing program eligibility, protecting the rights of citizens, ensuring privacy and safeguarding national security or public safety.
