Qualifications

Basic Requirements

A 4-year course of study leading to a bachelor's degree with a major in any field

OR

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS-7 Level: In addition to basic requirements applicants must possess one year of specialized experience equivalent to the GS-05 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Examples of specialized experience include contracting/procurement functions: comparing prices, discounts, handling charges on recurring types of procurements and making recommendation; drafting simple contract provisions and supporting documentation, assisting in the preparation of solicitation documents, or developing procurement memoranda to procure items; ensuring contractual/procurement documentation is complete

OR

At least one of the following if using education to qualify at this grade level: (A) Completed a Bachelor's degree AND obtained Superior Academic Achievement (SAA). SAA is met through one of the following: Ranked in the upper one-third of your graduating class; OR earned a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during final 2 years of curriculum; OR earned a GPA of 3.5 or higher out of 4.0, based on the average of required courses completed in your major or required courses in your major completed during the final 2 years of curriculum; OR election to membership in a national scholastic honor society; OR (B) Successful completion of one full year of graduate level education (18 credits or equivalent); OR (C) A combination of specialized experience equivalent to the GS-05 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

GS-9 Level: In addition to basic requirements applicants must possess one year of specialized experience equivalent to the GS-07 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Examples of specialized experience include Analyzing procurement requests to determine requirements, recommending changes to statements of work or specifications, and determining appropriate type of contract and procurement plan; conducting pre-bid/proposal conferences and negotiations; analyzing bids/proposals, cost and pricing data and contractor responsibility, and recommending award; and, carrying out post-award functions (i.e., monitoring contract, evaluating performance, interpreting provisions, providing advice/guidance, negotiating contract modifications, processing terminations, conducting close-outs). OR at least one of the following if using education to qualify at this grade level: (A) Have a master's or equivalent graduate degree; OR (B) 2 full years of progressively higher level graduate education, if related; OR (C) A law degree such as an LL.B. or J.D, if related; OR (D) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

GS-11-level: In addition to basic requirements applicants must have one year of specialized experience equivalent to the GS-09 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes: Negotiating, administering and terminating complex projects; developing pre-negotiation positions; conducting pre-proposal and pre-bid conferences; resolving and/or recommending solutions; developing solicitation packages, which include Request for Proposal and Invitations for Bids; and examining specifications to match requirements to various options available, determining the read and draft exceptions and/or changes to standard contract provisions and boilerplate.

OR

To substitute education for specialized experience, completion of 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree, if related OR combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the above basic requirements: At the GS-12-level: Applicants must possess one year of specialized experience equivalent to the GS-11 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes: Negotiating, administering and terminating complex projects; Solicits bids/proposals/quotes for prospective contractors; performs cost/price analysis; developing pre-negotiation positions; conducting pre-proposal and pre-bid conferences; resolving and/or recommending solutions; developing solicitation packages, which include Request for Proposal and Invitations for Bids; and examining specifications to match requirements to various options available, determining the read and draft exceptions and/or changes to standard contract provisions and boilerplate.

Selectee must meet position requirements for Federal Acquisition Certification in Contracting (FAC-C) Professional certification4 within 36 months as of entrance on duty.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Education

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States. Relocation Incentive: Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment.

If selection is made below the full performance level, the incumbent may be promoted up to the target grade without further competition, if all legal and regulatory requirements are met and when recommended by the supervisor. However, promotion to the full performance level is not guaranteed and is dependent on successful performance at the lower grade level(s).
