An eligibility list may be established to fill regular and term PM4 and/or PM3 positions throughout various departments and will remain in effect until exhausted.

The Post-Secondary Institutions Branch acts as the primary liaison with Manitoba’s universities, colleges, and private religious institutions fostering and maintaining positive and productive working relationships with the sector. It works with government to allocate funding resources to universities and colleges to deliver high quality education and training that addresses the province’s unique social and economic priorities. The branch ensures financial and legislative oversight and accountability of the post-secondary system to ensure institutional sustainability and a continued focus on supporting student success. In its role, the branch facilitates system coordination through the review and approval of academic programs and program changes. It also provides strategic policy and legislative support.

Qualifications:

Essential:

  • Post-secondary education in social sciences, business administration, public administration, economics, finance or a related degree. A relevant combination of education and experience may be considered.
  • Experience leading the development and design of performance measurements and implementation of program and/or project evaluations for continuous improvement.
  • Extensive experience in policy research and development, (including public consultation techniques and practices, research methodologies, and economic/financial analysis) to plan and develop policies, programs and initiatives.
  • Financial management knowledge including exposure to the budgetary processes and requirements.
  • Experience leading and directly managing staff including: training, delegating tasks, and attendance management, while fostering a collaborative, innovative and productive work environment.
  • Strong critical thinking analytical, problem-solving and decision-making skills to analyse problems, explore a full range of options, and propose solutions and recommendations to senior leaders.
  • Strong written communication skills to produce authority-seeking documents including: correspondence, briefing materials, treasury board submissions, cabinet submissions, media and public enquiries.
  • Excellent verbal skills to effectively communicate complex information to a variety of internal and external stakeholders.
  • Strong interpersonal skills to build and maintain effective, professional and collaborative working relationships with all levels of government and external stakeholders.
  • Strong organizational skills to manage multiple competing priorities within a dynamic and time-sensitive environment.
  • Strong political acumen to manage highly sensitive and confidential matters with diplomacy and tact.
Desired:
  • Knowledge of Provincial, Federal and Municipal government systems and structures such as government budget processes and decision-making processes.
  • Experience building relationships with Indigenous people and implementing the principles of reconciliation.
Duties:

Reporting to the Senior Director of Post-Secondary Institutions, the Director provides advice and recommendations related to priority policy, program and strategic issues of the department and government, and coordinates and monitors complex assignments of the branch. The Director also assists the Senior Director by maintaining positive working relationships with post-secondary institutions and their leaders.

The Director leads a high functioning team of program and policy analysts (PM2-PM3) in providing critical analysis and recommendations on policies and programs.

This includes but is not limited to:

  • Organizing, planning and directing research projects
  • Researching, planning and developing policy position papers, reports, briefing documents and recommendations for senior management and elected officials
  • Researching, planning, developing and evaluating programs
  • Researching, monitoring and providing analysis on domestic, national and international trends, data, and developments relevant to the mandate and priorities of the department
  • Supporting the minister, deputy minister and technical staff in preparing policy positions and briefing materials for federal, provincial, territorial meetings and initiatives
