FUNCTIONAL PURPOSE Processes Employee Assistance Program (EAP) cases, conducts assessments and provides short term counseling to clients through the incorporation of Solution-Focused Brief Therapy skills and advanced chemical dependency treatment knowledge. Makes and provides referrals (assuring linkage), case management, counseling and follow-up as indicated. DUTIES AND RESPONSIBILITIES 1. Conducts assessment and problem clarification counseling and short term counseling focused on EAP Core Technologies to USPS employees and their family members who are experiencing problems/issues that include, but are not limited to: substance abuse, marital and family relationships, emotional stress, depression, anxiety as well as gambling or other addictions. 2. Provides services as assigned, including evening and weekends; assists with on-call responsibilities as assigned; assists with office coverage and availability; responds to emergencies as needed and works off-site as needed. Develops and implements aftercare plans for EAP clients and monitors progress. 3. Refers client when clinically appropriate to community resources to ensure quality care and treatment for Postal Service employees and their family members. Acts as a liaison between the client, community provider, and USPS as necessary, and only with client authorization. 4. Consults with and reviews all cases with the EAP Clinical Supervisor to ensure high quality service. 5. Maintains confidential clinical documentation and administrative paperwork in accordance with the Privacy Act and other appropriate alcohol and drug abuse patient policies and regulations. 6. Works with the EAP Clinical Supervisor to conduct Critical Incident Stress Management responses, including psychological first aide, and when necessary will provide general mental health expertise to the district Threat Assessment Team. 7. Provides consultation and routine training in situations including, but not limited to; personal and/or work-related problems, quality improvement or other personal wellness presentations, EAP referral process and/or workplace improvement techniques centered on improving communications and morale. 8. Develops marketing strategies in conjunction with the other counselors, and the local advisory committee to promote the program and its features. QUALIFICATION/ REQUIREMENTS 1. Knowledge of the Privacy Act, state and local alcohol and drug abuse patient policies, and other appropriate policies and regulations sufficient to maintain proper levels of confidentiality and comply with duty-to-warn, and child and elder abuse reporting requirements. 2. Knowledge of EAP core technology principles and applications. 3. Knowledge of early intervention and counseling techniques appropriate for employees with personal and interpersonal problems, chemical dependency and other addictions. 4. Knowledge of Solution-Focused Brief Therapy as a module for the implementation of short-term counseling. 5. Ability to identify and establish contacts with community resources and support services as a means to evaluate and approve community based programs; and develop and maintain a resource database for referral purposes. 6. Ability to complete accurate clinical assessments, evaluate client needs and provide appropriate treatment and/or referrals. 7. Ability to communicate orally and in writing sufficient to provide information, prepare case records and reports, prepare marketing presentations of EAP services, interact with clients in counseling sessions and all EAP services. 8. Ability to use various computer and web-based programs for data entry, preparation of presentations and training modules, and basic writing of reports and memos. 9. CERTIFICATION REQUIREMENT: A state licensure to practice independently in the behavioral health field as a social worker, psychologist, professional counselor, or marriage and family therapist. 10. EDUCATION REQUIREMENT: A graduate degree from an accredited college or university in a discipline requiring coursework in counseling or intervention (i.e. Psychology, Social Work, Counseling, or Human Services).
