The Department of Economic Development, Investment, Trade and Natural Resources is seeking an innovative and results driven leader to inspire a modern, diverse and inclusive apprenticeship system that meets the needs of Manitoba's labour market and creates opportunities for meaningful careers through high quality training and certification. The Executive Director will have overall responsibility for the leadership and direction of the Apprenticeship Manitoba branch and will work closely with the Workforce Development and Training executive team.

Conditions of Employment:

  • Ability to travel throughout the province and in Canada as required
  • Ability to work evenings and weekends as required
Qualifications:

Essential:

  • Post-Secondary Education in public administration, economics, social sciences, or adult education with progressively responsible senior level management experience. An equivalent combination of related education and experience may be considered.
  • Experience negotiating in challenging situations, problem solving and identifying solutions that are amenable to all parties.
  • Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators).
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
  • Management experience with responsibility for human and financial resources.
  • Excellent political acumen skills demonstrated through experience providing strategic advice to senior leaders on sensitive issues.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Superior interpersonal skills, including the ability to establish productive working relationships with a wide range of senior staff across government and with external stakeholders.
  • Superior verbal communication skills, including the ability to communicate and present to all levels of the organization and to external stakeholders.
  • Superior written communication skills, including the ability to write politically sensitive and confidential material for senior leaders.
  • Ability to provide leadership and direction in the design and implementation of legislation, policies and programs and overseeing their enforcement through collaboration with other government agencies.
  • Experience building relationships with a diverse group of stakeholders including Indigenous people and implementing the principles of reconciliation.
Desired:
  • Knowledge of and experience in the coordination of workforce training, qualification and certification systems
Duties:

The Executive Director is accountable for all aspects of the apprenticeship and certification system in Manitoba, and has the responsibility enshrined in legislation. The Executive Director is responsible for providing leadership and developing strategic direction, in collaboration with the Apprenticeship and Certification Board, for Apprenticeship Manitoba in the development and operation of inclusive, effective, quality training and certification for apprentices in Manitoba. There are over 11,000 apprentices and over 5,000 employers in the province of Manitoba that serve as some of Apprenticeship Manitoba’s clients and key stakeholders. The Executive Director is accountable for ensuring the organization is responsive to the needs of stakeholders and Manitoba’s labour market and for the delivery of a dynamic and modern apprenticeship system.
