QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement 05/23/2024 including specialized experience and/or education, as defined below:

GS-05 SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-04 level (or its non-Federal equivalent). One year of specialized experience which includes; interpreting and applying standard Human Resources rules, procedures and requirements related to a Human Resources functional area; prepare a variety of personnel documents and experience performing customer service activities by responding to Human Resources related inquiries. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

GS-06 SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-05 level (or its non-Federal equivalent). Specialized experience for this position includes; interpreting and applying standard Human Resources rules, prepare a variety of personnel documents; experience utilizing automated personnel systems to process personnel actions; and experience performing customer service activities by responding to Human Resources related inquiries, and coordinating new employee orientation requirements.

GS-06 TIME IN GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-05) in the normal line of progression for the position being filled. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

GS-07 SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-06 level (or its non-Federal equivalent). Specialized experience for this position includes; processing a full range of Human Resource actions in accordance with appropriate laws and regulations; establishing and maintaining electronic Official Personnel Folders; processing and coding personnel actions; assisting in identifying and resolving payroll-related issues, appropriate pay adjustments.

GS-07 TIME IN GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-06) in the normal line of progression for the position being filled. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

GS-08 SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to at least the GS-07 level (or its non-Federal equivalent). Specialized experience for this position includes; interpreting and applying standard Human Resources rules, procedures and requirements related to a Human Resources functional area (employee benefits, recruitment and placement, personnel/payroll processing, classification, employee/labor relations, employee development) in order to prepare and review/verify a variety of personnel documents; experience utilizing automated personnel systems to process personnel actions and resolve issues related to automated processing activities; and experience performing customer service activities by responding to Human Resources related inquiries in person or in writing; coordinating new employee orientation requirements, and assisting in identifying and resolving payroll-related issues.

GS-08 TIME IN GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-07) in the normal line of progression for the position being filled. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-06 and above: Education is not creditable, however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

If a relevant course is not clearly qualifying (e.g. special topic, seminar, research, thesis, obscure or misleading course title, etc.), please submit an official course syllabi and/or detailed course description from the university/college for that particular course to ensure you are properly evaluated. This position is eligible for telework/ remote work within the local commuting area of Fort Collins, Colorado, Washington, District of Columbia, Kansas City, Missouri' Raleigh, North Carolina or Fort Worth, Texas. Additionally, duty location may be eligible for remote work for highly qualified candidates, Employee participation is at the discretion of the supervisor.
