Please note: The standard schedule for this position will be 5 days per week in the domicile office except for periodic travel to other regions of the state. A hybrid or fully remote may be an option after an initial review period.

OCCUPATIONAL SUMMARY:

This position will assist the LDH Office of Aging and Adult Services (OAAS) in performing complex project management of the tasks related to the State of Louisiana, LDH's Agreement with the United States Department of Justice. The objective of the Agreement is to improve compliance with Title II of the Americans with Disability Act (ADA) 42 U. S.C. SS 12131-12134 . This will be accomplished by serving individuals with Serious Mental Illness (SMI) in the most integrated setting appropriate to their needs, honoring the principles of self-determination and choice, and providing quality services in those integrated settings. Specifically, OAAS works to transition individuals living with SMI to the community and prevent the unnecessary institutionalization of persons with SMI. This is a statewide initiative conducted in collaboration with the LDH Office of the Secretary, Office of Behavioral Health and Medicaid.

Incumbent will report to the Program Manager 3 to the OAAS Assistant Secretary. Incumbent will provide management , coordination and support across multiple project work streams within OAAS. This work involves successfully interacting with multiple divisions within OAAS as well as facilitating communication and coordination with other units internal and external to LDH. Position requires the ability to understand complex program processes , federal restrictions and requirements and political context. It requires an advanced skill set in the techniques and tools of complex project management. Adheres to pertinent laws, rules, regulations, policies, and procedures of LDH, OAAS, Civil Service, and appropriate state and federal licensing and governing bodies. Performs other duties necessary for the smooth operation of the agency.

ESSENTIAL FUNCTIONS:

90% Program Management: Convene and/or lead workgroups at request and direction of Program Manager 3. Prepare meeting agendas for approval of the Program Manager 3. Keep accurate records of meeting notes, decisions, decision rationales and follow up actions. Maintains strictest security regarding matters of a confidential nature.

Prepare project implementations plans and other DOJ Reporting. Manage plans, corresponding tasks and meeting decisions to ensure timely completion or follow up. Identify barriers to timely implementation of tasks. Engage in collaboration and problem solving to address barriers.

Keep Program Manager 3 apprised of implementation plans and progress in completing such plans, meeting decisions and barriers.

Assist Program Manager 3 in conducting process analysis. Provide technical assistance and support as major program processes are revised to meet requirements of Agreement.

Use project management tools such as Excel, Visio, SharePoint, Microsoft Project, Monday.com and OPTS to prepare, revise and disseminate necessary project documents.

Develop and compile reports necessary to show progress and compliance with Agreement. Organizes, develops and summarizes reports related to My Choice Louisiana quality measures and metrics and provides report to Program Manager 3 and Executive Management staff in order to facilitate decision­ making.

Utilizes intra-office SharePoint/OPTS to prepare reports. Assist with stakeholder outreach and training.

Prepare training plans, presentations and materials. Identify and recruit trainers and/or provide training directly. Facilitate communication and coordination between LDH agencies working on Agreement. Facilitate communication with external stakeholders; including drafting of white papers, fact sheets, summaries, memos, letters and releases.

10% Researches participant case information for members of the My Choice Louisiana Targeted Population as requested by governor's office, legislators and the LDH Office of the Secretary and prepares responses for Program Manager 3 to review.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.

A Juris Doctorate will substitute for one year of the required experience.

A master's degree in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for two years of the required experience.

NOTE:

Graduate training will substitute for a maximum of two years of the required experience.

NOTES:

Health services include all services dealing with the diagnosis and treatment of disease, or the promotion, maintenance and restoration of health for sick or injured individuals.

Examples of public health jobs include sanitarian, public health engineer and public health epidemiologist.
