DUTIES:

Reporting to the Manager, Social and Affordable Housing or designate, the Social Housing Analyst is responsible to co-ordinate, integrate and administer all financial planning and analysis functions for Social Housing Programs transferred from Federal and Provincial administration to the City of Windsor. In a team oriented environment, the incumbent will analyze financial performance of the Social Housing portfolio; Monitor the financial performance required for the year-end reporting of external social housing providers throughout Windsor-Essex; Evaluate and assess provincial and federal social housing systems and business processes to ensure compatibility with municipal systems/processes; Establish and maintain an operational data base of subsidy payments; Perform operational reviews of external social housing providers; Provide advice and guidance to clients and management on budget, year-end and other reporting processes; Establish and maintain an operational database of subsidy payments; Prepare numerous comprehensive financial reports to comply with social housing regulatory requirements and municipal procedures; Will review, interpret, establish and document policies and procedures in compliance with applicable reporting bodies (i.e. Ministry of Housing, Canadian Mortgage and Housing Corporation) and all applicable Regulations (i.e. Housing Services Act, Residential Tenancies Act.); Will perform other related duties as required. Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.

QUALIFICATIONS:

  • Must have a Masters degree in Business Administration, Accounting or Finance and a minimum of two (2) years accounting management experience in a computerized accounting environment;
  • OR Must have a University degree in Business Administration, Accounting or Finance and a minimum of four (4) years accounting management experience in a computerized accounting environment;
  • OR Must have a Community College diploma in Business Administration with a major in Finance or Accounting or Ontario Ministry of Education equivalency and a minimum of six (6) years accounting management experience in a computerized accounting environment;
  • Must have a professional accounting designation; such as: C.A.; C.M.A. or C.G.A
  • Knowledge of Social Housing Legislation, Tenant Protection Act, and Social Housing programs including funding arrangements will be considered an asset
  • Must possess excellent report writing and problem solving skills
  • Must have proven leadership qualities and be both self-motivated and a team player;
  • Must have excellent organizational and multi-tasking capabilities;
  • Must have operating knowledge of Microsoft Office Suite of Products (Word, Excel, Outlook, PowerPoint);
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver’s License is required in accordance with the Highway Traffic Act and must provide driver’s abstract as a condition of employment
  • The physical demands analysis associated with this job indicates a sedentary level of work
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work
